Emission trading system (ETS) sectors:
- Reform of the ETS - to cut emissions by 43% (from 2005 levels)
Non-ETS sectors:
- Effort-sharing regulation - to cut emissions by 30% (from 2005 levels)
- LULUCF regulation (Land use, land use change and forestry) - to cut emissions by 30% (from 2005 levels)
