On 6 November 2025, European Council President António Costa delivered a speech at the COP30 session on ‘Climate and Nature: Forests and Oceans’ in Belém, Brazil.

On 6 November 2025, European Council President António Costa attended COP30 in Belém, Brazil. In his speech opening the plenary session, he reaffirmed Europe’s commitment to clear climate goals and expressed solidarity with those most at risk. He stressed the need for strong multilateral action to address the climate emergency.

Η Προεδρία του Συμβουλίου και οι διαπραγματευτές του Ευρωπαϊκού Κοινοβουλίου κατέληξαν σε προσωρινή συμφωνία σχετικά με την πρόταση για την παροχή κινήτρων για επενδύσεις που συνδέονται με τον τομέα της άμυνας στον προϋπολογισμό της ΕΕ, με σκοπό την εφαρμογή του λεγόμενου σχεδίου ReArm Europe.

Το Συμβούλιο της ΕΕ και το Ευρωπαϊκό Κοινοβούλιο κατέληξαν σε προσωρινή συμφωνία με στόχο να εξασφαλιστεί ότι οι υπηρεσίες μεταφορών μπορούν να χρησιμοποιούν μια ενιαία μέθοδο για τον υπολογισμό των εκπομπών αερίων του θερμοκηπίου.

Το Συμβούλιο καθορίζει τη θέση του σχετικά με τον μηχανισμό για το «πάγωμα του χρόνου» όσον αφορά τις απαιτήσεις και τις διαδικασίες για τα χημικά προϊόντα.

Το Συμβούλιο συμφώνησε να τροποποιηθεί το νομοθέτημα για το κλίμα ώστε να τεθεί στόχος μείωσης των εκπομπών κατά 90% για το 2040, με ευελιξία και προϋποθέσεις για τη στήριξη των κρατών μελών κατά τη διάρκεια της μετάβασης.

Το Συμβούλιο ενέκρινε την υποβολή της επικαιροποιημένης εθνικά καθορισμένης συνεισφοράς της ΕΕ ενόψει της COP30, επιβεβαιώνοντας εκ νέου τη δέσμευση της ΕΕ στη συμφωνία του Παρισιού και τους φιλόδοξους στόχους της δράσης για το κλίμα.
